Li Keqiang Meets with President Rodrigo Roa Duterte of the Philippines

On the afternoon of August 30, 2019, Premier Li Keqiang met with President Rodrigo Roa Duterte of the Philippines at the Great Hall of the People.

Li Keqiang said, the Philippines is China's friendly neighbor and important cooperative partner in Southeast Asia. The two countries enjoy a long-standing friendship. Over the past three years, bilateral relations have moved forward on a sound track on the basis of turnaround and consolidation. Yesterday, President Xi Jinping met with Mr. President to map out the future development of bilateral relations. The shared interests between China and the Philippines far outweigh differences. We are ready to work with the Philippine side on the basis of mutual respect, equality and mutual benefit, and seek greater synergy between the Belt and Road Initiative and the "Build, Build, Build" Program of the Philippine side, so as to promote sustained, stable and healthy development of bilateral relations and cooperation, and bring more benefits to the two countries and the two peoples.

Li Keqiang noted, the current situation in the South China Sea is generally stable and the countries in the region are living in peace. The Chinese side always acts with the greatest sincerity and is willing to work with the Philippine side and countries of the Association of Southeast Asian Nations to achieve the Code of Conduct (COC) in the South China Sea in the period when the Philippines serves as the country coordinator for China-ASEAN relations, promote offshore oil and gas development, and safeguard peace and stability in the South China Sea and the region, so as to demonstrate that the regional countries have the capability to properly resolve the relevant issues.

Rodrigo Roa Duterte said, the Philippine side highly appreciates the sound bilateral relations based on traditional friendship between the two countries. Our two countries enjoy frequent high-level exchanges, smooth dialogue and communication and steady progress in practical cooperation. The Philippine side is ready to further expand exchanges and cooperation with the Chinese side in such fields as economy, trade and people-to-people and cultural engagement to promote the development of bilateral comprehensive strategic cooperative relations and bring tangible benefits to the two peoples. The Philippines will never confront China. As the country coordinator for ASEAN-China relations, the Philippine side is willing to work with the Chinese side and the ASEAN countries to actively advance the COC consultation and strive for the adoption of the COC during my term of office. The Philippine side is willing to push forward common development with the Chinese side on offshore oil and gas. As Western countries are not COC negotiators, they should not hinder the efforts of regional countries.
